Sometimes we want to ask a question where the thing we want to know is actually the subject of the answer.
Then we don't need auxiliary verbs. Look at the examples:
Who has got a puppy?
Mary washes her teeth three times a week.
SUBJECT QUESTION: Who washes her teeth three times a wee?
OBJECT QUESTION: How often does Mary wash her teeth?
My parents live in Rome.
SUBJECT QUESTION: Who live in Rome?
OBJECT QUESTION: Where do your parents live?
